Do I have to file tax return when I have an ITIN?

No, even americans don't have to file a tax return if they make less than the IRS minimum, and you're a foreigner with no income in the U.S. Even if you have income in the United States, such as publishing a book on amazon or trading stocks at a U.S. brokerage, you don't have to declare it because you have already withheld 30 percent and paid taxes. But filing is good for you because there's a tax treaty between China and the U.S. that gives you a 20 percent rebate. Why not?

What else does ITIN do besides filing taxes?

The original function of ITIN was just to file tax returns, but some credit card companies in the United States voluntarily accepted ITIN Numbers as part of their credit authentication to make it easier for people without SSN to apply for their credit CARDS. This feature was not intended by the IRS and has nothing to do with the IRS. So actually only some Banks accept ITIN instead of SSN for credit CARDS. After owning ITIN, you can apply for Chase, Citibank and Capital One credit CARDS, which is the biggest role of ITIN! So many people apply for ITIN nowadays, and that's exactly what happens.
